Almost 40 years ago, some of the best professionals around the world joined a team of India‘s planners, engineers, economists and sociologists to launch a process of metropolitan planning and development effort in Kolkata. During the years of 1960 and 1970, there was a wrestling school of sorts where many lessons were learned in developing a practical and, above all, a fair approach in dealing with the ills of the city. While these lessons are the substance of the discourses of urban development in the planning of schools abroad, Kolkata fell into oblivion.

Governance in metropolitan Kolkata has always oscillated between the promises of high and low performance. Surendranath Banerjee‘s dreams of self-government, insisting on a full democracy swarajist although it meant subjecting paralyzing the city and party joint training, and finally, the overcoming of the corporation itself coinciding with India’s independence, are part the tortuous history of the city. The tribulations of Partition, industrial recession and obsolescence are reflected in the Cassandra chorus as leaders in New Delhi, including Jawaharlal Nehru that “the city is going to pieces.” In part due to the tenacious efforts BC Roy, and later Indira Gandhi‘s decisive prescription, a rescue package for the city became available.

During the years 1980 and 1990, the projects listed in previous dispensations were continued. The Hooghly Bridge was completed in laborious pace. A single subway line was built and managed more as a symbol than as part of an extensive network planned and promised earlier. In recent years, multi-storey buildings and shopping malls have come up here and there in the city and around its periphery, more like part of the real estate game being played across the country. The promise of a big city that functions as a new approach to development has not been met in eastern India.
